Department 0

Department 0 is a senior organizational unit directly subordinate to the Executive Board of the Federal Office for Magical Beings (BAfMW), with comprehensive responsibility for all matters relating to the executive domain, strategic governance, internal and external communication, as well as fundamental issues concerning the (in)visibility of the magical population.

Several divisions and their respective units report to Department 0, each addressing specific areas of expertise. The department ensures the overall coordination, strategic alignment, and consistent implementation of all executive-level matters and guarantees uniform administrative action in accordance with the directives of the Executive Board.

🔹 Scope of Responsibilities

The responsibilities of Department 0 include in particular:

• supporting the Executive Board in strategic planning and decision-making
• developing and updating fundamental policy positions on key issues of magical administration
• managing the internal and external communication of the Federal Office
• coordinating measures for the deliberate visibility or intentional non-visibility of magical beings
• ensuring a consistent representation and positioning of the BAfMW vis-à-vis the public, political institutions, and interdimensional partners

A particular focus lies on maintaining an appropriate balance between transparency and necessary discretion in handling magical matters.

🔹 Executive Affairs

Department 0 acts as the central interface between the Executive Board and all other organizational units of the Federal Office. It prepares decision-relevant matters, coordinates executive directives, and ensures their implementation. This includes in particular:

• drafting decision papers
• coordinating cross-departmental issues
• ensuring an orderly flow of information within the authority

🔹 Strategy and Fundamental Issues

The department develops long-term strategic guidelines for the Federal Office and addresses fundamental questions, particularly with regard to:

• the role of magical beings within society
• the handling of changes in the perception of magical phenomena
• the balance between visibility and structurally required invisibility

Department 0 is responsible for the planning, management, and implementation of the communication strategy of the BAfMW. This includes:

A core responsibility of the department is the handling of issues related to the visibility of magical beings. This includes:

• assessing the impact of varying levels of visibility on society and administration
• coordinating corresponding measures with other departments and external partners
